What do you do when a guide and a jailkeeper (just a block and doctor type) target the same player?

Agree with this. If the Jailkeeper is a "take offboard completely", Guide fails.

Whoever submitted the action first.

I have a problem with this because most Mafias are usually the last to send actions en masse, so they are hindered by time-related paradoxes.

I only do it for guide vs. jailkeeper. Can't think o any other that I give time priority to. And my mafias rarely have either.
