Although the majority of people here aren't terribly fond of it, yes - any flier may carry any other flier. However you cannot carry someone who is carrying someone (........people, people who need people.....sorry :)) at the same time, since each taxi is separate and must end before the next one begins.

for exanmple:
yellowjaket picks up thing, then wasp picks up yellowjacket and moves 8, then yellowjaket moves 6 and . uses change and attacks

A carrying character cannot carry a figure who is carrying someone else or holding an object.In short, no. Because the rulebook explicitly says that you may not, and because, as TheEnigma said, one figure must resolve his action before the next figure acts.
