this comes up about every tim my friends and i play. if a flying character is adjacent to an opposing figure, is it limited to close combat actions or can it use powers such as rce and psychic blast?

A flying character can use range combat on any adjacent character. Its in the rulebook someplace. Dont have rulebook on me out in car and its snowing.
Character without flying can use Range combat if only person next to him is a Flier. Easy aye.
Character without flying can use Range combat if only person next to him is a Flier and as long as there are no other opposing grounded figures also adjacent.

and just checking, that's hovering AND/OR soaring, right? either one?
My follow up is if bullseye is at a roofs edge and ultron is hovering next to him, A) is he adjacent and b) can either of them used ranged or close combat or are they only allowed to use one or the other via a restriction?

But the Grounded figure can be surrounded by more than one opposing Hovering figure and still be able to make a Ranged Combat Action.
If Bullseye is at roof's edge... and Ultron is also on roof's edge or at least on the roof next to him... then Ultron is adjacent. Both are allowed to use a Ranged Combat Action against each other.
Soaring figures can only be adjacent to other soaring figures.

Double Checking, only with leap climb could someone on a roofs edge hit someone WITHOUT RANGED on the adjacent space that is not elevated, eight?

Yeah... The figure with Leap/Climb can make a Close Combat attack on a figure in a square next to him on a different elevation.
could i get some clarification on this? so a grounded character with range can hit a soaring character using up to half their range right? can a soaring character hit a grounded character at all?

Linus, from what I know a soaring character can ONLY hit another soaring character....so to me soaring is pointless unless you want to go over enemies or escape etc....
Yep... Soaring figures can only attack other Soaring figures.
thanks. that's what i thought. that's just one of the rules i need restraightening sometimes.

So a grounded figure does not have to breakaway from a soaring figure?
A grounded figure or an elevtaed figure (Hovering or non-flight capable) do not have to roll for break away from a Soaring figure.... and vice versa.
Leap/Climb characters on the ground can close combat a character in an elevated square that is next to them. Leap/Climb characters on an elevated square can close combat a character in a grounded square next to them. Can a hovering flier do either of these?
