:g-starburst: Temporary Forced Cure: Give Anti-Venom a close combat action. If the target takes damage from this close combat attack, all of its powers are countered until end of turn.

When this power says "all of its powers are countered" does that mean only the powers showing on the dial when Anti-Venom attacked? Or the powers showing after damage was clicked? Something else?
It means ALL of its powers. Every single one. So until the end of the current turn, no matter which direction that character's dial is turned, any power that character possesses is countered.
Since this special power counters powers, does that mean it is the same as Outwit? For example, if my character is using the feat Fortitude (which protects him from Outwit) does my character need to worry about Temporary Forced Cure?
No, this power is not the same as Outwit. But it does counter powers. So if a game effect specifically mentions Outwit by name (like Fortitude does), then that game effect will have no impact on the way Temporary Forced Cure functions. However, if a game effect is only concered with countering in the general sense (like the Power Cosmic or Quintessence team abilities), then Temporary Forced Cure will be affected by that game effect.
