I don't understand exactly what that, "She can use it on each opponent's turn," is supposed to me. Can't you normally use Probability Control (PC) during your opponent's turn anyway?
Yes, you can normally use PC during your opponent's turn. However, you can only use PC ONCE when it is not your turn. So if you are playing a game with more than one opponent, and your PC character (say, Scarlet Witch for the sake of discussion) used PC during opponent 1's turn, Scarlet Witch would not be able to use her PC during opponent 2's turn. Black Cat, meanwhile, can't use PC at all during your turn but she can use PC once during each opponent's turn. So Black Cat could use PC during both opponent 1's and opponent 2's turns.
