I was wondering if I could get a well explained definitions on the use of these 3 powers. For example, are these powers able to be used when you are locked up; since it is not a ranged attack, I figured as long as there is a direct line of sight, it should be able to be used.

OK, in order:

Perplex:
Adds or subtracts 1 to/from any combat value: Speed, Attack, Defense, Damage, or Range #. Does NOT affect number of lightning bolts.
Can only be used on your turn.The effect ends at the end of your turn, or if the figure affected is damaged or healed.
Target figure may be friendly or enemy, but must be within 10 squares and the figure using Perplex requires line-of-sight to the target.
It does NOT require an action and can be used at any time except during an action.
Perplex can NOT be used against Stealth characters _who are in hindering terrain_. (no LOS)

Outwit:
Negates the ability to use one superpower (or the soaring mode of flying figures) on the target figure.
Can only be used on your turn.The effect ends at the beginning of your NEXT turn, or if the figure using Outwit loses it (through damage, voluntarily turning it off, or another character using Outwit on them).
Target figure MUST be an enemy, must be within 10 squares and the figure using Outwit requires line-of-sight to the target.
It does NOT require an action and can be used at any time except during an action.
Outwit can NOT be used against Stealth characters _who are in hindering terrain_. (no LOS)

Prob Control:
Causes any one dice roll to be re-rolled, either your opponent's or your own.
Can be used once on your turn and _once_ when it is not your turn. You do NOT get one PC use for each player in a multiplayer game.
Target figure may be friendly or enemy, but must be within 10 squares and the figure using PC requires line-of-sight to the target.
It does NOT require an action and can be used at any time following a dice roll.
PC can NOT be used against Stealth characters _who are in hindering terrain_. (no LOS)
NOTE: In this case it only applies to the character who is actually making the dice roll. If Stealth Batman attacks Scarlet Witch from hindering terrain, she cannot force him to reroll his attack because she does not have LOS. If Stealth Batman attacks Skrull Agent from hindering terrain, Scarlet Witch _can_ allow Skrull to re-roll his ShapeChange ability.
