Famine, War, Pestilence, and Death, were to my knowledge, randomly inserted into boosters in the Sinister set.

As for rarity, I think there are 1000 of each

I don't know the rarity, but they were in boosters. I saw Death on ebay, though. One of the best paint jobs ever! I mean ever, ever. He sold for about $1200 too. I wish I had that much money.

1000 is way off. Rumor has it there are only 8 to 16 of each figure in existence. Further, there are no factory sets either (at least none that are admitted to). These are without a doubt among the rarest collectibles that the CCG/CMG world has ever seen.

I would absolutely hate for them to produce any HeroClix fig in that extreme rarity. Luckily, I don't think that will happen, as WizKids has moved away from the rare fig with their newest Mage Knight promotion, which features rare amulet pieces instead of figs.

I've always hated that kind of stuff. It's a game. Everyone should have an equal opportunity to win. If your product is quality, you don't need some lame Willy Wonka's golden ticket contest to drive sales.

they sold out of that set in like a month. (that is sold out of their factory to distributors not sold out off the shelves.)

So the Willy Wonka ploy worked and worked well. They did it with foils in the last set for Mage Knight 9and they do look cool)
And then they are doing the Shards of the amulet for Uprising. The winners get factory sets and they get to create a Mage Knight figure during a trip to Seattle and the headquarters.

Not a bad deal and yes it is a marketing ploy that works and so will continue to be used until it doesn't.

I didn't say it didn't work. I just said it was lame ;)

I like the amulet idea, it gives you something ultra-uber-rare, without it being a figure that would be missing from your collection.

MechWarrior collector's on the other hand have something a little bit bigger to track down, this summer they are releasing a "drop ship", which I imagine would be the scale size of the SHIELD Heli-Carrier.
