okay, i only skimmed through the FAQs and PACs so i might be wrong here, but...

i noticed barrier was listed as a 'move' action in the PAC. i assume this is to prevent the setting up of 2 or 3 barriers by figures who can hit more than one target (like pyro).

but since it's a move action, and the avengers and brotherhood get a free move, does pyro or quasar set up a barrier without using up one of the turns since they get a free move?

From the FAQ under Avengers:
The figure cannot use Powers that use a move action but do not physically move the figure (such a Barrier or Regeneration). If the figure makes an attack or uses a Power that requires a move action but does not physically move the figure the action must be taken from the player's total actions for that turn.

Under the Avengers in the FAQ there is a blurb that reads The figure cannot use Powers that use a move action but do not physically move the figure (such a Barrier or Regeneration). If the figure makes an attack or uses a Power that requires a move action but does not physically move the figure the action must be taken from the player's total actions for that turn.
So, unfortunately, you cannot use the free move to put up a barrier.
