Does this trait effect characters friendly to Leech, too?
Yes. Power Negation does not say anything about "opposing characters", just "characters". Any character within 6 squares of Leech can't be given a power action. And since this is a trait, and all traits are non-optional, you can't cancel this trait to let your friendly characters skirt its effects.

A character that is 7 squares away from Leech is given a power action to use Hypersonic Speed, for example. What happens if that character moves within 6 squares of Leech during the HSS movement?
Nothing out of the ordinary. All Leech's trait does is prevent characters within its range from being given power actions; in your example, the character was already given a power action, so it can keep going about its business normally until the action resolves.
