Many of the colossal characters like Galactus and Spectre are over 250 points. And many of those same characters can ignore powers like Penetrating/Psychic Blast and Exlpoit Weakness. So can they ignore the penetrating damage dealt by Elsa via her trait?
No. Penetrating/Psychic Blast is a specific power. Just because a character can deal penetrating damage does not mean it is using the power Penetrating/Psychic Blast. A character that would ignore Penetrating/Psychic Blast could still be dealt penetrating damage by Elsa since her trait does not use that power.
