If WoS Bullseye bases GSX Magneto, does Magneto still get his +2 vs Range to his Def from E/S/D? Or is his Def regular since he's based?

Depends on what Bullseye does.

If he uses his Sharpshooter ability to make a ranged combat attack, then you follow all the normal rules for ranged combat (except for the specific changes noted in the Sharpshooter description, obviously ;)). This would include activating game effects like ES/D or hindering terrain bonus to DV.

If he uses a regular close combat attack, then you follow the normal rules for close combat.

That's interesting that a based character still gets his E/S/D bonus vs a sharpshooter character.

ES/D never says anything about how close or far away the attacker needs to be. All it cares about is that a ranged combat attack is used.

Since Sharpshooter allows ranged combat attacks... fire away!
