JLA team ability and actions

Okay, in a 300 point game, I've used up all my 3 actions. My JLA team member is based with an opponent. Can I TRY to roll for breakaway and use the free movement? Or DO I HAVE TO HAVE AN ACTION FREE, in case i FAIL the breakaway and assign the attempter an action? or i CANT use JLA free move even after sucessfully breaking away?

and one more, can robin throw smoke bombs while based with an opponent? since its sort of a ranged action?

The breakaway attempt using the JLA ability does not count against your action alotment for the turn.

Smoke Cloud is a move action.

what?! whoo, all the better for my JLA team members! they still get an action token for the failure though, right?

and i dont get your drift about smoke cloud. i know it is a move action, but can i still throw one even if i am based with an opponent? that s all i need to know.
