Do you need two seperate targets to make 2 EE attacks, or can I make two ee attacks on one person (to hit the #### stealth person!)
you can target two chars only if you have two arrows(duh!). If the person is stealthed you cant target him as range requires LOS. However you stil can dmg the stealthed enemy by EE the adjacent piece and let the splash dmg hurt the former. hope this helps.
Btw you cant target 2 arrows on a single enemy.

Oh, I think I know this one. You need two separate targets to use the EE attack twice. I think this is the same rule that prevents people from double-incapacitating the same person using the two target arrows.
A figure can only make one 'attack'/action per turn (there are exceptions).
A figure with more than one Ranged Target icon (lightning bolt icons) can attack more than one figure with ONE Energy Explosion attack.
He cannot target the same figure twice during this attack as the attack happens at the same time.
Does this make sense?

The only difference is the 200 and 300 point Sentinels, who do need to make two seperate attacks with Energy Explosion.

Thanks for your quick response... here's another question
If Ultron is standing next to Black Panther, in base to base contact... with a doombot and dr doom around them like this:

can ultron make a ranged attack against the doombot and black panther, even though black panther is on hindering terrain?
If Black Panther has Stealth and is in Hindering terrain, then Line of Fire cannot be drawn to him.
So, Ultron would not be able to use any Ranged Combat Action on him.

So Ultron hits 2 targets and has toughness would he take 1 splash damage?

Remember also that the attack roll has got to be high enough to beat even his own defense....
And any Defensive powers he has (Invulnerability/Toughness) would still absorb this damage.

Sorry, Screwtape and I are playing right now...
Are they counted as two different sources of damage so toughness would block both.. or is it one source for 2 damage and he could only block one?

While Tsannik is right about not being able to target BP in this situation, you can target both Doombots, and the effect is still the same. BP will take 2 clicks of untargeted splash damage.

I'll try and be quicker with responses, then..
All the damage from an Energy Explosion (direct and splash) are added together and delivered at the same time.
So, one source for 2 damage and can block 1.
