The reference to hitting 3 figures indicates that it's a question about the multi-targeting of normal figure's, though.

Only the big figures, Sentinel and Sinestro, have a multi-attack option; multiple lightning bolts indicates multi-targeting, which is very different. It means that one single attack can be used to hit multiple figures at once---one dieroll is made, one damage resolution occurs, etc.

RCE specifies in the PAC that it only works for single-target ranged combat attacks, and so it cannot be used in this way.

Because a Sentinel and Sinestro's Muti-attack is a special power with special rules. It's not considered a power since there's no color block for it.

Easy answer...it's due to the PAC:This character adds 2 to their damage for successful single-target ranged combat attacks.(emphasis added.)

So RCE only works against single targets.

The correct answers have been given. For future reference be a little more clear as to what you are asking. Multi-attack refers to the BIG figs Sentinel and Sinestro. The lightning bolts are refered to as multiple targets . If you are more clear you will not get as frustrated.;)
