It says you can end your movement ontop of outdoor blocking terrain, but it doesn't say you can move off of it like flyers can. But then in the new FAQ it says if you are not a flyer or you don't have Leap/Climb you can't jump off a building. So what's going on?! Does anyone know the COMPLETE L/C rules for outdoor blocking terrain?! :mad:

It means you are able to end movement on top of blocking terrain - you are not required to.
The jumping off thing (and the first thing) merely means that non-flying, non-jumping figures cannot cross blocking terrain.

so figures with L/C ignore the effects of outdoor blocking terrain? several people have said this but I can't find anywhere in the rules where it does

It pretty much says it in the Elevated terrain section.
