Can I use Slym and Redd to use Telekinesis even if I am not able to/planning on using Force Blast?
Yes. Depending on how long you've been paying attention to Cyclops/Phoenix, you may have heard a ruling that you needed to be able to use both powers when the action was assigned. That is no longer the case, though; their Slym and Redd power was tweaked to give you the option to only use part of it rather than requiring you use all of it. So you can simply use just TK by itself or just Force Blast by itself.
