Killer Frost is one of the strongest non-cosmic characters in DC. She's got ice powers on a nearly unmeasurable scale, and never fatigues (umm...unless she's dying, that is). So how about a clix of her? Here's my idea so far for a Unique version of her.

Reasoning:
Mind Control: She kissed Superman and Mind Controlled him.
Force Blast: Throwing people back with icy wind and/or walls and chunks of ice.
Poison: Technically she doesn't poison anyone, but just getting near her sucks so much body heat that they're practically paralyzed. So that's why she's got poison. Just being near her damages you. Makes sense in gameplay.
BCF: I know it's not a DC power, but it might be one day. She always shoots super-sharp ice-cicles at Firestorm. If you're too much of a realist, replace the BCF with Steal Energy and the Battle Fury with RCE
Steal Energy: She kisses people and takes their body energy to survive. She has to steal heat from something to stay unfrozen, so this power is perfect for her.
Mastermind: She doesn't have any lackeys of her own, but when someone starts to attack her, she kills civilians or puts them in peril. The hero's attention is diverted and he doesn't damage her.
Barrier: Ice; barrier.
Energy Shield/Deflection: Ice; shield.
RCE: She throws large quantities of ice at the hero and shoots the ice spears all from range. And she hardly ever misses.
Battle Fury: This Killer Frost is Crystal Frost. Near the end of her life, she went insane trying to take people's energy and gather heat to stay alive. So that's pretty much it: she's completely insane.
Constant stats reflect the fact that she never fatigues. She just keeps going and going and going until someone freezes her in a split second. Her powers don't ever weaken.
