How do people get LE figures other than places like Wizard or Inquest?

I have never participated in tournaments, but I hear they award them for winning tournaments. You can also find them sold on Ebay.

Each one of the official tournaments that you can enter has LEs as prizes for winners. The judges are given them to destribute at the end of the tourney. Find out your from your local people where these are staged.
