I had something weird happen, and maybe someone has some background on why. My E Ultron's arm fell off. Simple enough. Well, I found the arm and placed it back on the figure, where the connector was. Now the arm seems fine. Is there some figures who have connectable parts and others who don't?

Yes.
Many of the figs are made from multiple pieces.
They are painted first, then assembled.
Grab a Robin figure and pull him apart.
His arms are attached at the costume, and his head and cape come off.

I figured this out while putting custom figs together.

Quite a few figures are in fact made with multiple parts. Crazy glue generally works well to reattach parts that come off, and they can often be reposed by warming them with a hair dryer, then holding them in the new position until they cool. Try this with a Mr. Fantastic to make his pose MUCH more interesting.
