Perplex Question

I'm not sure how to propose this question with out example figs, so bear with me...
If you use (R) Harley Quinn to perplex (V) Bullseye's attack value to 12, does he lose RCE? Since RCE doesn't work with "any other superpowers", just wanted to know.

Yes, if the figure with RCE is even affected by certain super power, he is not able to use RCE.

A figure using RCE cannot use
Mind Control
Running Shot
Stealth
Super Strength
Incapacitate
Energy Explosion
Pulse Wave
Telekinesis (while trying to use an object based attack)
Outwit (cannot use on the same target that the RCE attack would be on, can use Outwit on other figures)
Hypersonic Speed
Psychic Blast
Willpower
Perplex (cannot use on the same target that the RCE attack would be on, cannot use on itself, cannot have someone else use on itself, can use Perplex on other figures)

A figure using RCE can be affected by
Mind Control (You can MC an opponent’s figure and use his RCE)
Telekinesis (You can move one of your own figures and then have that figure use RCE)
Outwit (Other powers can be Outwitted on this figure and it can still use RCE)
Probability Control (Another figure can have the RCE figure re-roll his RCE attack)
All team abilities (Superman Enemy will GRANT the Outwit power, but the figure will not be able to use while using RCE)

i thought you could perplex up any other stat BUT damage for RCE (and CCE). so you could perplex up their motion, range & AV, but not damage because that would negate RCE. am i smoking something or just mis-interpreting it?
