This may be a stupid question but what does the level represent on the limited edition figures does it represent rarity or power level of the figure?

Rarity

I suspected this at first but when I went to my local tournament, for prizes they had Arthur Currie, Harleen Quinzeel and Jervis Tetch. I am not sure but does Wizkids send out the same prize support packages to every tournament supported retailers or is there a possibility that the next tournament may feature duplicate level three figures?

Except for Marquee events you don't know what you will get until it arrives.

Every tournament package is supposed to contain one LE 4 and two LE 3's. Because there are the same number of LE 4 and LE 3 figures (4 of each in DC, 8 of each in the Marvel sets), there are twice as many of each LE 3 out there as LE 4 (roughly).

Is there any chance that I will ever play for Arthur Currie again at my venue?

Yes. They're done randomly so you could get Arthur several more times. We gave out one this past Saturday and it caused quite a stir.

Yes. Since there are only four DC LE4's the chances are very high that you will see him again.

There have been repeats appearing of all the other LEs so he should be no different.

The only LEs you will not see "coming back a second time" are the LE5s that are for Marquee events.
