Okay, under BREAKAWAY heading, it states that hovering figures do not need to roll breakaway when adjacent to grounded figures. They treat them as terrain.
Under HOVERING, however, it states that hovering characters must roll breakaway when adjacent to an opposing figure.
What gives?!?
One or the other, which is it.
I know you must roll breakaway if you are attempting to taxi or soar. These conflicting statements do not involve these actions though.
One ruling under breakaway says hovering figures need no breakaway to move away from a grounded figure,
and the ruling under hovering says that you must roll a breakaway to move away from a figure.
What is the general rule on this??
