Does this trait allow Mentallow to ignore hindering terrain when he draws line of fire?
No. Even though Stealth is normally activated by line of fire across hindering terrain, Mental Radar Senses does not have anything to do with terrain. It simply allows Mentallow to ignore Stealth and that is it.

Similarly, other game effects that would usually block line of fire, like blocking terrain or other characters, would also still block Mentallo's line of fire.
