what donor level do i need to have a custom avatar?

Click on "User CP" towards the top of the page, then pick "paid subscriptions" on the menu on the left of the page that comes up. This will give you a chart of the various subscription levels and their benefits (more space in your signature, larger files for your avatar, etc.)

The base level with a custom avatar is $10 a year ($3 for 3 months).
