Does anyone know if there is somewhere where they sell small figures of heroes and villains that I could put on custom dials? Example: Ninja Turtles, Marvel, DC characters

I don't know about Marvel and DC, but they did used to have mini Ninja Turtles and playsets. You might be able to find them on Ebay, though I have no clue where.

Yow. Tough one. Dark Horse Minis used to produce Ninja Turtles miniatures, and Grenadier produced minis for the old Marvel Super Heroes game and the DC Heroes game... but all of these minis are LONG out of production. That, plus the fact that the minis are 25mm, whereas the WizKids minis tend more towards 28mm or 30mm... my Exp. Superman stands considerably taller than my old Grenadier Superman...

Marvel X-men playsets came out in 1994 figures are about right
I used the figures from the old Mini-Mutant playsets to make my custom TMNT figures. I have the Darkhorse miniatures also, but they are quite small compared to regular HC figures.

TSR put out 3 boxes of lead miniatures back in the 80's for marvel characters. Theyre kinda hard to come by but on ebay, but you would still have to paint them yourself.
Try looking at a bakery. They have a lot of mini-figures to use on cakes. I've seen little Ninja Turtles, Power Rangers, Batman, Batman Beyond, etc...

They made some little PVC DragonBall/DragonBallZ figures, that oyu may still be able to find somewhere. Ultimate Muscle figures are also pretty close to the range, if just barely too large (They're about Abomination's size). Personally, I'd love to find a use for these wacky little ultimate muscle guys of mine.
The old TSR figures are too large. Regardless, I think that all off the figures in those sets have now been made into heroclix.

MUSCLES are great figures for mods. You may have to file them down a little in places to get them to fit properly, but they can make for some comical mods and you can often buy them for cheap at garage sales and such things.
Ones that I find have good parts for mods is they have some Digimon miniature figs (Usualy sold 5-6 in a blister pack) Also some of the new YU-GI-OH figs are good for parts (Figs themselves are just a little too large)
