The place: The Hole, a high security prison right outside of Ghost City, that gets the worst the city-state has to offer. It's well known worldwide for being run by Mole People, who keep the prison devoid of light.
Something has gone terribly wrong in the cell block containing some of the world's most dangerous killers! Luckily (or is it?) Canada's premier superteam, the Royal Canadian Metahuman Police are on site, dropping off a prisoner they'd just captured. Can Canada's greatest stop the world's worst? Find out in this exciting Mafia style adventure!
The game will begin after Ghost City: Slayers closes. I'd like at least 12 players.
The Ghost City world is a combination of a bunch of RPG campaign worlds I've run, with a number of elements borrrowed from The Deadlands RPG, most notably Ghost Rock, the key resource of the world.

Canada's national government superteam has been an institution of honor and justice for decades. The current roster is as follows:
The Arctic
The son of a previous leader of the team and one of it's most powerful foes, The Arctic was raised for great things. Always prodded into being a hero by his parents, and born a mutant with powers over cold, he joined the team at age 16. Now 23, he is the leader of the RCMP.
Powers and skills: Absolute control over cold and ice, trained detective.
The Atlantean
The last remaining son of Atlantis, Prince Tunguska craved revenge upon the surface world for the nuclear attack that wiped out his people. He led armies of sea creatures against the surface for years until The Arctic managed to convince him otherwise, and vow to help him bring justice to those responsible. The two of them have investigated it, and believe they have some promising leads. Since then, The Atlantean has taken a codename and joined the RCMP, becoming a stalwart member.
Powers and skills: Telepathy, super strength, excellent underwater.
Miles "The Malignant Mauler" Montrose
Miles was a very successful professional wrestler, gaining multiple world titles in his short career. He was recruited by the Canadian government to become a spy, but he ended up discovering he had an incredibly odd power in the process, and thus got kicked up into the RCMP. Miles is a massive celebrity, and goes nowhere without being recognized. (Kind of silly to have wanted him to become a spy, but hey, governments...)
Powers and skills: Can summon a "wrestling ring" in an area. Anyone trapped within cannot leave without defeating him in combat. Master martial artist of the Professional Wrestling style.
The Moosebear
A master chef, The Moosebear was discovered having the ability to assume the nature of Canada's animals. Dubbed Moosebear by local tourists who saw him in the wilderness there was a great hunt for the creature, until brought in by Rock Irons, Canada's greatest monster hunter. Rock brought him in to the RCMP, feeling that the man needed training rather than truly being a threat to humanity. The Moosebear is quickly becoming a popular figure amongst Canadians, and has sort of become the mascot of the team.
Powers and skills: The Moosebear can take the form or abilities of any of Canada's animals. He is known for combining numerous animals' forms at once, appearing as a bizarre amalgam of them.
Gale Force
A woman dying from a rare heart defect subjected herself to an experimental procedure, replacing her heart with a gyroscopic one. The side effects left her with super speed, and she dedicated her second life to fighting crime. She was eventually recruited by The Arctic. Currently, she is the team's second in command.
Powers and skills: Super speed. She can move incredibly fast, enabling her to run along nonsolid surfaces, up walls, and can move fast enough to go through solids.
Rock Irons
Canada's greatest monster hunter. He has his own tv show, and is a world reknowned celebrity. He is a reserve member of the RCMP thanks to his work keeping Canada's huge population of monsters down.
Powers and skills: He was mystically enhanced to be superhumanly tough and durable. He has encyclopedic knowledge about every monster known to man, and is a master of the hunt for them.
Gorgon
A Gorgon of Greek myth turned human rescued from cultists looking to sacrifice him by The RCMP. Gorgon has little use for human affairs, but is being schooled in his newfound humanity by Gale Force and The Moosebear.
Powers and abilites: With a look, he can turn things to stone. An expert on Greek "myth."
The Redcoat
A diplomat/wizard from Great Britain, she was sent to join the RCMP as their contribution to keeping the world outside of the Brittish Isles (which are another story entirely) safe. She tells people that she got her sword and powers from The Lady of The Lake, and that she is her representative on Earth, though few believe her.
Powers and abilites: Wielder of "Excalibur", a powerful wizard capable of many different things.
Joshua Mason
The USA's representative to the RCMP, and their liason to the States. He is a vampire, but moreover, he has been a government agent for more than a century, having been a close personal friend of Theodore Roosevelt's. Joshua has been protecting people, and keeping his vampiric nature in check for a long time, and has gotten quite good at both.
Powers: Super strong, tough, can turn invisible, fly, and more! An expert bodyguard.
Janaxel Von Blomberg
A Canadian spy turned superhuman through experimentation. Janaxel Von Blomberg has been doing this a long time. After his wife's disappearance, he was willing to finally submit himself to experiments to give him the power to take down those responsible. Kind of a loose cannon at this point.
Powers and abilities: Skilled in the art of spycraft. Strong telekinetic.
Prodigy and Lord Roboticus
Mikey Scranton is a teenager now, but a few years ago he was a just an 8 year old boy that had invented a robotic fighting machine superior to pretty much anything that had been seen. No matter how many times he showed up saving the RCMP from certain doom, he was always told he was too young, and he should quit this until he was older. The Arctic began a youth training program for the team and Mikey was the first person to join. He frequently sneaks along onto team missions, despite how much trouble he might get in when they get back.
Powers: Mikey Scranton is one of the smartest people on Earth, despite being 14 years old. Lord Roboticus is a highly advanced killing machine that can go toe to toe with pretty much anyone on the planet.
Warden Welker
Warden Welker has been in charge of The Hole for more than 120 years. Originally, it was just where the Mole People kept their subterranian monsters they had reigned in, but after having contact with the surface world in the form of Ghost City, Warden Welker decided to make the offer of keeping their criminals for them, as in the 20s, humanity was ill-equipped to handle the problem that superhuman villians presented. The mayor of Ghost City agreed, and the partnership was born. Ghost City would openly trade with the Mole People, and the Mole People would keep the prisoners of Ghost City that were too dangerous to house in a normal jail. Warden Welker has the best interest of the Mole People at heart, and is a powerful political figure in their world.
Powers and abilities: He has an army of guards at his call, as well as numerous trained monsters.
The Prisoners:
Father John Toland:
A former priest accursed with the bite of the werewolf. What he becomes horrifies him, yet he cannot stop it. He had created an army of werewolves and brought Ghost City to the brink of destruction about 15 years ago. Thankfully, a number of new superhumans had risen to stop him.
Professor Armitage:
Professor Armitage was at the forefront of psychic research a few years ago. Then he discovered that he could amplify his own budding powers by eating the brains of others. He was brought in by The RCMP after he went on a massive killing spree throughout North Amerika.
Herr Doctor
A Fourth Reich disease specialist who has created numerous plagues that he has unleashed. He was stopped 8 years ago by The Stormfront and sent here.
Andrew Tobias "The Perfect Man"
Andrew Tobias was the result of a Canadian government experiment to create the perfect man. The newborn being found the flaws in everyone around him to be disgusting and proceeded to kill everyone in the facility. This "perfect man" managed to kill thousands before being defeated by a pair of aliens.
The Preventor
A man born with the power to unleash fireworks from his body took a job as a mascot for a fireworks company, teaching children about fireworks safety. Unfortunately, he went insane and began burning down the city of Newark, New Jersey. The Defiant, the United States of Amerika's superteam brought The Preventor down, but was not able to save the city.
Amanda Williams
Amanda Williams was at one time a successful plastic surgeon. In her off time, she was obsessed with creating creatures, and experimented heavily on combining humans and animals. Her powers of fleshwarping with a touch made it much easier. She, to this day doesn't understand why that masked man defeated her after she'd grabbed all those homeless people and offered them a better life.
The Living Vacuum
A mercenary with a black hole in his chest that he could control, the man known only as The Living Vacuum, was the partner in crime of The Regurgitator. Together they went on a crime spree, sucking up anything they wanted, with The Regurgitator able to bring things back out through his powers. It took the efforts of a group of admantium laced heroes to bring him down, mostly thanks to the gravity cancelling effects of the obese zombie lawyer Dead Weight.
Vladamir Vincent
A master of the dark arts, Vladamir Vincent tried to use a ritual causing the ghost rock mines in Ghost City to spew forth thousands and thousands of ghosts. He tried to control them all, and unleash this army of undead upon the world, but the timely intervention of a group of mages known as The Tartarus Council stopped him.
Netman
He claims to be an avatar of the net god, and he showed up one day, hassling everyone around him with his confounding ability to summon up nets and toss them on things. There seems to be no rhyme of reason to his actions, his only explanation being "Preparation for the coming of his master." He was far too obnoxious to keep around, and thus got thrown in The Hole after harrassing the King Of The Machines, X-52.
Cuts
A female cyborg from the future. Cuts has blades instead of hands. She attempted to murder The RCMP before being brought in. During her trial, she would only talk about how he would be the one to end it all, referring to the leader of the RCMP at the time, The Arctic's father, The Monocle.
Sludge
Sludge is an alien ooze that can take any shape and burns through most things with a touch. It can bond with people and form a symbiotic relationship with them. It was bonded to a crime fighting luchador known as El Zorro Negro for a short period, until he rejected it and brought it to The Hole.
Wulfgang
No one is really sure exactly what Wulfgang is. He looks human, but is certainly not. He is a being able to spread a "corruption" through contact. It has turned numerous heroes into horrifying reflections of themselves. He claims to be a ruler of wherever he is from. More than once the Mole People had decided he was too dangerous to keep around, and have tried to execute him. It didn't take. The next night, they would find Wulfgang once again in his prison cell. Why is this self styled King of The Maw here, and why does he keep reappearing?
