Played him and two beam rifle Jackals together. Couple that charge/running shot SP together with the covenant team ability and they made for a deadly trio

All I'm seeing is a blank dial here, just the combat values.

The traits and Special Power wording seem correct. The dial looks like this.

Possibly the best figure of the Halo set. That Inspire to Action Special Power is incredibly impressive and can turn dangerous cheap attackers into absolute terrors.
Furthermore, the Arbiter doesn't have a bad dial himself. His top click is impressive both offensively and defensively and his end-dial can really chew people up in close combat. Even when he's at his worst, he still has either Psychic Blast or Blades. Can't go wrong.

I like him, but without stealth, I can't bring myself to use him over the rare that has a needler. Highly playable, because he's cheap, but not great. His SP is also not the best because it only works on people cheaper than him, not anyone.

Forgot to rate him, so I'm doing it now. For me, this is a solid 4 star figure.
