Another odd situation just came up.
Can CT Elektra with a range of 2 hit people on the edge of elevated terrain when she's just below them on the ground?

Sure, she has a range attack and it's within her range. Any particular reason why you think she wouldn't be able to do this?

"A grounded character can make a ranged combat attack against an elevated figure if the only blocking terrain the line of fire crosses is in the square the target occupies."

This can be a bit confusing sometimes. Actually with Elektra's 2 range, she could be one square farther away from the wall and still make a ranged attack as long as the square between her and the wall is clear.

I figured it was cool, I just got caught up in that she's using a long stick instead of a gun/beam thing.

Just excitment in the moment of having wasted an opponent's dude and being questioned about it.
