I'll preface my question by saying that this is one of the stupidest and most inaccurate team abilities out there. My concern is that my friend plays multiple Intergang Agents and Medics to use the outwit power. I want to make sure that everything he does is legal, so could someone tell me things to watch out for to make sure he is playing by the rules? Thanks!

well what do u think hes doing wrong in the first place if its having 2 inter gang meds next to each other and using outwit than i dont see a prob but he has to have either a S.E. or wild cand next to him.

Have you read the DC FAQ? It has 5 entries concerning this team ability. I thought it was being misused the firsttime I saw it in tourney play, but then this entry enlightened me:
• This power works for each different pair of adjacent Superman Enemies. For
example, if you have three Superman Enemies all adjacent to one another with
point values 75, 60, and 44, there are three potential pairs: 1) 75-60, 2) 75-44,and 3) 60-44.
o 75 is higher than 60, so 75 gets Outwit.
o 75 is higher than 44, but 75 already has Outwit—it cannot get it again.
o 60 is higher than 44. so 60 gets Outwit.
