Always round up?

Are you supposed to always round up halves (for charging, etc.) and is there somewhere in the rulebook that explicitly says that? I know it says round up for moving out of hindering terrain in the rules, but is it mentioned anywhere else (a friend of mine would like to see it in writing)?

It's not in the rulebook, but it is in the FAQ (available at the WizKids website)
