Based off right after he got his powers back (after dying) and they started going out of control. Also works for some other times his powers have been 'overloaded':

He begins the game on his yellow starting line but may be healed to his green line. At the beginning of each turn after the first, if Superman has no action tokens and did not take any damage on the opponent's last turn, he may heal 1 click as a free action.
Attack - "Stay Away! I can't hold it back!": Superman may use Poison. At the beginning of each turn he must use Pulse Wave as a free action.
Defense - More Powerful Than Ever: Superman may use Impervious and Energy Shield/Deflection.

Hmm...is he forced to use Pulse Wave on his attack power, or is it that he may use it? Very interesting, on turn 1 he could heal 1 click and PW friendly figures to jump-start them.

Otherwise a fine dial.

Must use. And I put "after the first" so his allies have a chance to get out of the way.
