does a figure with leap/climb move from low ground to the top of a building without any problems? can he keep moving? the book only mentions other characters and hindering terrain.

also when a character on the ground attacks a character on the edge of a building top, the character on the grounds range cut in half?

Yep. Leap/climb ignores the effects of hindering and elevated terrain on movement.

For ground to elevated terrain, no, there is no pentalty on range for the grounded figure. The only range penalty is for grounded to soaring.
