Energy explosion and multi target attack

Hello

- can a character with Energy Explosion and 2 arrows target one character using EE and another one without EE?

An multi target attack is one action, but the rulebook and the FAQ says you can turn off an optional power at any time, so I guess I can turn EE off during the action.

No you can't first of all. you can't use abilites during the middle of an attack. It's a timing issue. Second.. Why would you want to? The second attack will only do one damage. Might as well EE ::shrugs::

...well you might want to if someone friendly is adjacent to the second target.

The answer is that you cannot. You must use the same powers on both targets, as the entire attack occurs simultaneously.
