"Important" threads

Does anyone know how to go about get a thread labeled important so it always stays at the top? do you have to submit it to someone ?

Moderators can make a thread "sticky", that's what you are referring to. If you feel a thread deserves this attention, you can always make the request in this Suggestions/Feedback forum.
