There are a lot of ways to do it.
Some websites have buildings that you can photocopy or glue onto cardboard, cut out, and assemble to make your own buildings. Other websites will tell you that foamcore is the way to go. I'm using huge friggin' blocks of styrofoam and spackling the hell out of them. But that's me. I have a certain look that I'm trying for, a thing I'm attempting to accomplish. Dig around in this message folder. There are a lot of good ideas and links to the websites abound.

I created my city using 3/8" foamcore. It holds together well and looks really good. I actually used it as the base for my map as well. Check out the finished product here

Unfortunately I downloaded all the building decoration from Heroix and his site has been down for weeks!

This site is for molds to build incredible buildings, generally fantasy or sci-fi themed, but I've seen someone build buildings to go on Heroclix Maps (i.e. the house and gas station on the DC outdoor map). These are very cool... they seem like a pricey intial amount (each mold is about $30), and you need a couple to build a building, but they last long and can be reused over and over again.

Imagine professional grade legos with a mold so you can make as many as you want.... yeah, that's what I'm talking about....

Doom Castle, The Hall of Justice, The Baxter Building, Kang/Immortus's Time Sphinx... It all can be done...

I have also had very good luck with foamcore - it's sturdy and you can take apart buildings easily for storage. I also downloaded several templates from the heroix.info site, it's a shame that it's down. I may post some of the building templates I have made soon, pm me if you're interested.
