Just my take.
Some possible compromises:
Lose Pulse Wave - Pulse Wave simulates an undirected area effect attack, in retrospect, Shocker really doesn't do those.
Lose Running Shot - The Shocker usually stands there...which he could keep RCE for a bit.
Add Phasing - Some people might find this to be a reach, but Phasing could simulate how Shocker can vibrate down walls and break away for free because no one can hold on to him when he vibrates. It doesn't really work for outdoor maps though. see below.
Add Plasticity - Same as phasing, except it isn't hard to get away from him, it's easy for him to get away though.
