Okay. This is the Rick Tyler version of Hourman. I believe he would be the second, numerically. I decided to go for two different functions with him. His first click is an alter ego click. Very powered down. However, he does have powers to represent his 'time vision.' So he can work as a support peice. Then, when you need some muscle, push him onto that second click and the Miraclo starts working. So here goes....

So, the Super Sences and Enhancment work as his Time Vision. I figure this way he can give a bit of a boost to Doctor Fate of anyone else though his knowledge of the future. And his sences work as an early warning system.
The rest of the way he's just a straight up brawler. And all for 54 points. I really like the way he turned out.

looks pretty solid.

Been a while since i saw him do it but is he capable of breaking down a wall? if so then you may want to give the 3 damage and get rid of the CCE.

High damage can't be outwitted :) and he doesnt' have a ranged attack

Due to his ability to glimpse the future, perhaps some probability control?

i thought about PC instead of enhancement. ultimately i decided to go with enhancement because it seemed like he was taking a more active role in a solution.

and my Dr Fate has PC somewhere on his rainbow dial.

That looks great. I really like your idea for the first click. I also think you should just go big damage instead of the CCE route. He's really more of a bruiser than a skilled fighter like Batman or Wildcat.

Either way, good job!
