I think it was Jay Garick but it might be Barry Allen.
On the cartoon he raced Wally West.

It had to have been Barry.
He's raced both Barry and Wally, don't remember a race w/ Jay.

He raced Barry Allen 3 times back in the last 60's. Once in Flash, Once in Superman and their 3rd race in World's Finest. I have all three comics of those races. Dont know if/or when he raced wally west?

I think Superman raced all the flashes.but i think he beat one or all of them not sure who tho or all of them
Supes also raced Barry in DC Presents. I know he's raced Wally too, but I can't remember whose title it was in. I don't believe he's ever raced Jay, pre or post Crisis.

most likely pre-crisis
Supes also raced Barry "through time" in DC Comics Presents (the first issue, if I remember correctly). As I recall, it involved aliens wanting to destroy a planet, said planet being decided by who lost the race. Good thing it ended in a tie.

I know of the first three:
Race around the world (ends in a tie) arranged by mobsters who are betting.
Race across the universe, arranged by a guardian (or is it.... ?)
I'm not sure which comics the first two appeared in.
Race through time in the first two issues of DC Comics Presents, arranged by aliens.

Superman and all three Flashes have raced one another. It used to be DC dogma to have a tie each and every time but awhile back in the early days of Wally's Flash career (ie: before he got to his current power-levels), the Flash beat Supes in a race fair-and-square. These days it's pretty much given that the Flash tends to beat Superman if the two of them really go full-bore.

The New Superman post Crisis races vs Wally in Adventures of Superman by Dan Jurgens before the Death of Superman years, Wally win.

Man, what is wrong here: all you guys are incorrect.
Superman raced--and lost--to Bart Allen; it was in the Infinity War Crisis.

4AD sits in desk and retrieves a spiral notebook to begin taking notes. He clicks his black Pilot pen and opens the textbook to page 103. He looks at the clock on the stucco wall in distaste: the small hand is on the 8, reminding him the day has barely started.
4AD has just been schooled by skyounkin.
However, he has apprehension about this school: an institution where they refuse to spell mutants correctly.

JLA (Current Series) #1.
As the Flash (Wally West) and Superman head to Happy Harbor, they discuss things. Wally's last comment on the page is "Um, Superman, is this a race?"
The next page is brilliant. Over three panels:
1. Flash shows up at Happy Harbor.
2. Flash's lightning catches up with him.
3. Superman shows up.
The brilliant bit (in my opinion) is that this isn't even the point of the panels. The other characters are engaged in debate over how to deal with the Hyperclan - and eachother. Grant and Howard quietly put the "Who's faster?" baby to bed without even making a big deal of it. And I love the fact that Flash not only gets there, but his lightning all catches up with him before Superman arrives.
Have a Great Day,

Supes raced Jay Garrick recently. In one of those DC First a few years ago. They battled Abbra Kadrabra. Geoff Johns wrote it. Jay was clearly past his prime (old and not as fast as his younger self) so Supes was able keep up. Then Jay stole Supes speed (kinetic energy/momentum) and won. It was formally a race but that's what happened if I remember correctly.
Supes and Barry raced in one of the Superman comics in an appearance of Mxy in the late 80's, early 90's. Forget details, though.
