How do you calculate a charcters point value? Is there a official or semi-official formula?

Semi-official-you have to go with retardogs formula. Many props to him, and he is working on a new version to include the new powers and TA's in unleashed(and I guess he will work in the Ultimates set as well).
As for officially, you cannot use an altered dial in tourney play. My friends and I have used them in friendlies, as long as everyone agrees to use them and that they have been through the dial generator(again props to the dog).
Good luck and you can find the dogs dial generator here on realms, just by searching for it. You also need Excell.

I believe there are several formulas. I got a link to one a while ago, where you could download their point calculator, but I don't have it anymore. Hopefully, someone else around here can give you a link to a calculator. Sorry I can't help you more.
