I am going to attempt some basic mods and wanted some advice. Now I am just trying this out, so I really don't want to spend too much money on this stuff, anything that can be purchased from Walmart or Michaels would be helpful. I needed some info on several things:
1.Do I need to prime the figs?
-if so which kind of primer, paint or spray?
2.What do you use to take the figures off of bases?
3.What do you use to stick the figures to bases?
4.What do you use to "coat" the figs?
-once again the kind that you paint on or spray
Specific names of brands or products is always helpful. I have had people tell me to get a good plastic glue, then not tell me a brand. Hopefully these mods will turn out well and I will return to the boards here and post my new army. Thanks.

I've made over 100 customs with varying degrees of success, so I'll try to answer your questions.....
1. I personally don't prime 'em.
2. I just carefully pry 'em off with a kitchen knife. I use one with a short, sturdy but thin blade.
3. Plain old everyday God-lovin' American Krazy Glue.
4. I use Patricia Nimrock's Clear Acrylic Sealer (matte), available from Michael's for around 7 bucks a can.

also if you toss them in the freezer for like 5 mins, it makes them easier to come off the base, when you pry them off.

as far as priming them it depends on your paints.. for a long time i just used testors modle paints (walmart like $1 a piece) and with that you don't need to prime.

Haven't done a custom paint yet so I can't help you with priming, but: for gluing I use Permabond (4C10) - hardcore stuff, medical grade. And to coat my figs I use Model Master Lacquer finish (I like the glossy but they offer semi-gloss and matte finishes also), available at most model train shops, probably a lot of other places too and sells for about 3 bucks.
