I don't recall Vibe running into a fight and causing mass damage to people with his powers. His Pulsewave-like SP should be for Incap, not full damage. Quake would be a better fit (or an alternative).
Also, another special power could read... Bringing Down the House... Vibe's printed damage value is considered 3 if his target is blocking terrain. He may remove his targeted square and an additional square adjacent to his target square.
Vibe should NEVER have CCE. I would consider his interest in Martial Arts to be more movie-related, not in the actual practice. Vibe should never be able to damage an Impervious character.

Wasn't there a Dark Vibe in the Crisis on Two Earths movie? I remember a guy with a similar costume that activated his powers with a dance move, and maybe that's why I'm thinking that he was supposed to be Vibe.
While I'm not a big fan, I'd like to see him in clix If for no other reason than to beat him down again and again. Justice League Detroit was a bad idea that I've scrubbed from my memory.
That said, I'd rather have him than another Batman or Superman. New characters are more desirable to me than characters that I have 10 versions of sitting in boxes in my garage.
Of course, the irony would be if he was a effective character that was desirable and often played.
I've had a lot to say about Vibe (and Detroit) on my Blog which I think puts some context to the character. I honestly think the character gets way more scorn than he deserves from many, especially those that never read an issue of the JLD.
IIRC Paco was the first minority member of the Justice League (other Illegal Aliens and Amazons aside), alongside with Vixen, putting them years ahead of the affirmative action curve.
In regards to a combat dial, it might not be without reason to give Vibe Close Combat Expert more or less representing his Quake at extremely close range. What he really should have is plenty of Force Blast, including an SP that lets him use it at range (like HoT Penance - my choice for a mod dial).
As an alley lurker I'd probably give him a single click of Stealth, top loaded too. Leadership might seem out of place but before he was in the JLA Vibe was the leader of Los Lobos, a Detroit street Gang. I can see Leadership limited to giving actions to figures under 50 points (Street Thugs & Muggers FTW!). Really, his front role in Los Lobos lead to a lot of conflict between him and whoever was leading the League (my favorite interactions were between Paco and Green Arrow.
I'd really love to see WizKids round out the JL:D with Vibe and the original Steel and bring that team line-up to a close. Fans have spotted him in the Nu52, so maybe there's hope yet.

(Attack) Shake it up: For purposes of resolving Quake, compare the result of the attack roll to the defense values of all opposing characters up to two squares away from Vibe.
(Move) Epicenter:Vibe can use Force Blast. If he does, he can target all adjacent opposing characters and make a separate roll for each or choose a single target character up to 6 squares away to which he can draw a clear line of fire.

Yeah, I'd love to see him have the JLA "extra" move action TA, with Free Action force blast. Free move, then FOrce Blast? That would get him played a lot.

Er...did JL:Detroit debut around the same time Scarface came out in theaters or VHS?
I guess I'd like to see Vibe just for the sake of completeness. But I doubt that I'd put much effort into getting one. I have no special fondness for Justice League Detroit.
I could see him fnding a niche as a low point piece with free action fb as a trait
I'd say just make him as a duo w/steel, but i'd like to see steel, commander steel and citizen steel all made at 100 pts just like the hourmen (any day now, rex tyler....)

I believe it would be more accurate to say that this a character that you do not need to see get Clix'd. Having had to commission two different Vibe figures (Battle Vibe and Breakdance-fighting Vibe), it is very much a character that I need to see get Clix'd.
Even setting aside personal tastes, there are objective reasons to do so. The New52 has left us with a more limited DC cast of characters whom we know for certain to exist. And we know from from the DC FCBD issue that soon Vibe will be one of them and one of the few in the range of Justice League auxiliary players, so to speak.
As for his dial, I agree with much of what Anonym0use suggests. Although there are a few points on which my opinion would diverge. Lord knows I love Vibe and want him to have as playable a dial as possible, but I can't find any justification for his having Stealth. Vibe is one of the least stealthy characters in comics.
Also, I would prefer his end stats to be a bit more robust and I think his vibratory power should come from a trait, rather than an easily outwitted standard power.
