It bothers me more that a generic riot cop has the potential to deal out 12 clicks of damage in a single turn. At least Batman and Punisher are named "super" characters, so to speak.

If Captain America's shield gives IMPERVIOUS (hello, Ultimates Cap), then the full BODY ARMOR that Batman and the Punisher wear should grant Invulnrability.

The story was awful, but the figure is pretty cool.

With all the non powered humans getting Invuln, it is just more evidence we need a new Def power that grants a 3 damage reduction, for characters like Superman, Thor, Hulk etc...

I think what we are more likely to see, is powers like this:

ALMOST IMMORTAL: Hollywood ignores all but 1 damage that would be dealt to him. This power can't be countered.

Of course, they've already given out a power that is similar to what he's suggested:

DEFENDER OF KHANDAQ: Black Adam can use Impervious, but if he would be dealt 4 or more damage, he reduces that damage by 3 instead of 2. His powers and abilities can't be countered except for his Outwit.

LOL to your link, hitting targets is determined by the attack value, he should have multiple targets for his two guns still, punisher can shoot in the direction of two different targets and possibly hit only one or both

I think your examples support the position of "don't try too hard justify powers."

There are multiple ways to justify multiple targets. You could say they have multiple weapons. You could say they are using automatic weapons and spraying targets. You can even use "magic bullets" if you want.

I'll admit that I initially saw the two guns and expected two targets, but the single target doesn't make it any less playable. (There are other reasons I don't like the dial and would never play this fig )

I don't know why everyone is so mad at punisher having two guns/1 target. Obviously if he has two machine guns he's just going to point both of them at one guy and turn his torso to confetti.

And I gave my example why that character is dealing out 5 damage. Heavier ordinance.

2 guns, one arrow, 6 range, and an uneventful storyline to do nothing with the costume.
