I'm surprised at the outrage over a few clicks of probability control. These aren't the first characters who might not control probability in the traditional sense:
Frodo and Sam
Star Trek ships
Beetle
Superman
Bizarro
Elongated Man
Joker
Prob feels right for Two-Face/Harvey from a themey sense. Think of it like this: he misses a shot, flips the coin, and it tells him to try and kill his target a second time. Him affecting opponents is him forcing them to play his game. They reroll an attack, and if they miss they got the scarred side of the coin, if they hit then they got the good side.
Not removing this line from my signature until we get Killer Moth (12/17/12).

I was a bit "meh" about this Dark Knight set at first - even as a DC Heroclix fan - but with these two figures I'm beginning to warm to it; stealthed Probability Control is very nice.
It surprised me that most of the complaining is about the prob con. I like these figures. Yeah there are alot of characters that should be more powerful, but for point savings they aren't. I don't want to try and play a team with a bunch of tiny useless figures just to play a theme out.
As for the complaint I was expecting. Re-read two faces power. The second attack goes against someone adjacent to the TARGET of the first attack. So he attacks the big tye up piece and misses, doesn't even try to prob it. Then gets to free attack the guy behind him that normally he'd not be able to attack while still having his prob for that attack.
I hated Con Artists, too.
It isn't a Marvel vs. DC thing to me, and that should never be an excuse for bad design...

My philosophy is that "normal" people can do extraordinary things everyday, and thus the only badly designed dial is one that is useless, boring, or badly costed. If 5 hookers jumped into the middle of a battlefield and started being lewd, it would certainly distract someone in the middle of a fight. Likewise a few well chosen words from an admirable figure could give you the strength to give 110%, or a disfigured shell of such acting with complete unpredictability would very well throw you off your game.
With all the poorly thought out dials (Powergirl with 8 attack, really?) complaining that a figure is too useful doesn't cut it with me. If we go with the 'normals can't stack up to supers' view were going to end up with Superman, Thanos, and a whole lot of bystander tokens in a very boring game that no one will ever play.
I'm not sure why the Batman enemies work better outside of this set. None of them so far can do much to Batman unless in close combat and even then its pushing it. This Dent guy is pretty ridiculous, but since hes a villain I'm not as upset with him (villains need a guy like Dent), but when combined with others and giving them willpower....it just doesn't seem right. It completely nerfs anything a character with incap would have to offer and makes characters that are already tough even tougher.
Giving people pseudo-willpower is a very powerful ability...especially with no restrictions. Combine this with other supposed "broken" elements and it can be ridiculous. Can't wait to see the Harvey Dent threads in the future, lol.
These figures are such crap! Imagine, a politician inspiring people through leadership or a cunning terrifying mastermind being able to turn the tide of battle through his actions! What a bunch of cowabunga sheep!
Wizkids is dead to me! How I long for the old days when hookers could make you deal more damage by standing 10 squares away from you and not doing anything or an asian kid could let you deal direct damage to a kryptonian by being good at math; but that was different because those figures were Marvel and Marvel is good at everything and DC is for gay babies.
Ok, so to be clear, getting laid would never be a valid way of getting someone to punch harder? Run quicker? Etc, I'm pretty sure it's a very valid motivational tactic and don't see a problem with that logic. Also, that's all she does...
On the other hand, I can't imagine any scenario where flipping a coin would allow me to control the outcome of events around me... For example my enemy is on a plane, so I flip a coin, and as a result the engine goes out and he dies! (regardless of the result, because it's probability CONTROL)
You want to add something that makes sense, choose a target and roll the dice... 1-3 he doesn't attack and gets a token... Lower his cost and have a move that makes sense.

Ok.. So you weren't criticizing the con artist, and we agree on that.. But as in my previous post.. You need to be able to justify it somehow.
I don't see him with pc anymore then I see him with hss.. That's really my issue, I'm all for finding a way for him to be useful. But isn't the whole point of heroclix to bring our favorite heros & villains to the board, it takes an enormous part away, for myself at least, when the allocation is this lopsided.
Movie figs get the meta game powers. They are not restricted to comic accuracy as they are their own iterations of the characters often seen for only moments on screen. This gives the dial designers some room to be creative and I for one enjoy it.
