interesting choice. The character was revised / replaced by the Ted Kord version before DC took over the Charlton characters.

I'd give him the All_Star Squadron keyword to show that he was active at that time and would have been on the team if he was part of DC history when that book was written.

I might also give him the Freedom Fighters keyword so you could team him up with the Red Bee. Oh yeah, they have not made him either.

That's b/c DC has realized that just putting the Batman name on stuff makes people buy it, regardless of what's inside the box.
