Steph lost most (if not all) of that joke factor when she became Batgirl, mostly because Oracle did what Bruce couldn't be bothered to do and actually gave Steph the training she needed.

Though, yes, in a fight Cass would kick Steph's behind. Both of them are well aware of this; Steph tried to spar with Cass once and ...well, it went badly for her.

Not 10/10, but yes, she certainly can. She'd take 7/10 I think, if it was a straight-up duel.
