I would think your strategy would be turtling in and picking off from a distance with storm and torch. Maybe you could swap one for a close combat fig that kilowog could launch to a defending stealthed figure thats either sniping or outwitting or whatever. Also I'd trade storm for cyclops so you could actually carrying him instead of having storm follow kilowog around. why not say a R invis girl or even LE invis woman for some defend action to help your weaker support figs stay alive? So my suggestion would be swap torch and storm for cyclops and somebody else, maybe even psylocke who sports ESD and enhancement and stealth AND BCF if you need her to slice something up. When I build turtle type units I try to ##### ESD as much as possible as well as defend (invis woman) so I can have as much as a 21 effective defense.
Wellllll, here's the thing. You don't really have any close combat figs, which will, IMO, hurt you.
I, too, would suggest dropping Storm for someone like Psylocke or even a tougher close combat piece like Sabretooth or Wolverine, or the awesome Justice is Served LE.
Also, I see you have R Black Panther. Big Sigh. I know he's a standby and everything, but really, he's been played out for a loooong time. And with the release of Ultimates, it only takes 1 attack from Hawkeye to put BP out of buisness.
At this point, you really do have to spend a few points for a more effective Outwit piece, like Abbey Chase, Ult Beast, Ult Doc Ock, Mysterio, Kraven, etc.

Kilowog's Charge makes him a more valuable piece for close-combat attacks.
I'd suggest a few cheap grounded figs for him to tote into battle - think about Hawk, Hercules, She-Hulk, etc - figs that once he charges into will hesitate to attack him and focus on a more immediate (ie next turn) threat.
Without Willpower Kilowog's TK is more of an after thought. A clever ruse to surprise an opponent rather than the standard first strike.
Charge in for 4, then next turn (or when you can) use TK to move that figure to a different location. If he's a grounded fig throw him on the roof so he's tied up for 3 turns. Chuck him at a waiting Sentinel and scoop him up for double points.
as much as i don't like the go to figures, I think black panther is and should still be a staple. for 27 points you get a one shot outwit that can change a game. I know when i use bp he is there for that one shot, and I hold him back until i can make it, and he isn't usually a one shot kill. I love the new outwitters, and some of the older ones (mysterio is great, as is abby)
but black panther lets you save the points. now if you have points to spare and do't really want to put in a shield sniper, or scourge, or some such, then by all means get that supersensing mysterio out there, or abby.
and i agree with the other comments, drop storm and maybe even human torch and get some grounded people in there so you can carry them
