The Phantom has the experience over Lupin- a character, that, frankly, is more of a thief than a fighter. He is going to be sniped by the Ghost that Walks.

So did we ever figure out what The Phantom is armed with?

I didnt think the Phantom from DOTE was armed with anything routinely, though if someone could correct me, please do.

I'm voting for The Phantom. He's more of a stealh character then Lupin, and thusly will sneak up and destroy Lupin. Lupin will never hear the Phantom coming.

Now here's a good question that I didn't think of before. Since with the TMNT we're using there newer show, can we also use the new Phantom show? The show in question Phantom 2040? Becuase if we are, I remember him being armed with equipment, but I don't recall excatly what.

Well after some more mostly useless web searching I'm led to believe that the Phantom is unarmed. He isn't pictured with any sort of weapon anywhere (even in action shots where the other characters are shown to be armed), and there is of course no real information about him that I can find (I'm glad whoever nominated all these people was kind enough to include such simple and obviously important information). In the open, well lit, terrain that impedes movement I vote for Lupin as the terrain heavily, heavily favors gun play.

Uhhh, how did it Spike get 3 more votes if the voting was closed?

I see the terrain being the deciding factor. Phantom seems stethy enough to sneak up on Lupin in this lush terrain. My vote...

Check the terrain description, it is not lush at all, in fact it is exactly the opposite.

I am going to vote with Lupin also, the terrian doesn't lend itself to stealth all that much and i think that give him the advantage

counting 'mistake'.

Gonna vote for Phantom, there is more than enough space for him to be able to sneak around and get close to Lupin. Phantom is incredibly agile so im pretty sure he could even dodge a few shots if he had to.

I have to go with Phantom here...I think he has what it takes to stealth out and take out. Lupin, that is. The environment is really not great for either, but it seems to slightly favor Phantom.
