In an Open tournament there is nothing wrong with using a Marvel Feat on a DC character.

In a DC only tournament you would not be allowed to use Marvel Feats or BFCs.

(If this is an Open tournament with special build requirements from the venue...you will want to check with the venue.)

Grounded means not elevated. A

character that is not elevated is grounded.
