Agents can add 1 to any combat number for a whole round whenever they do an action and if you have her on your team and move her off the board (to represent her in the watchtower) your agents can use a power action and use any power she has on whichever dial you move her to (you can move the dial when you use the power)
each agent declared costs 10 points. 2 minimum.

"Choose two or more characters; Oracle may not be chosen. Chosen Characters are Agents.
As long as it is not the target of Mind Control, when an Agent is given an action you may choose to give one of its combat values +1 until the beginning of your next turn.
If Oracle is on your force, you may remove her from the battlefield at the beginning of the game and place her on this card. At the beginning of any of your turns, you may assign a power action to any Agent with zero or one action token and turn Oracle's dial to any click. The Agent given the action may use any power showing on Oracle's dial until any Agent with zero or one action token is given a power action to turn Oracle's dial. If your last Agent is KOd while Oracle is on this card, Oracle is also KOd."
You don't have to have Oracle to be able to use this card, except for the second text. It costs 10 pts per character that is using this card. Free actions do not count to be able to use the +1. If the character that is using one of Oracle's powers also has that power, then it cannot be used twice. The power that the Agent is using cannot be countered. There's probably more, but I'm too tired from typing to type them down. Hope this helps.
it seems to me that if all you need to pay is 10 points per character that this greatly unbalances the game - I played against some last night and they were bouncing up all their attack values, etc. so cheaply that it might as well have been an assumed win.
do you have to pay ANYTHING to use this card after you pay the initial point cost? ANYTHING at all?
otherwise, this seems to be a pretty broken card...
This card does have the potential for abuse. If your useing it with the Gladiator (U) or Wildfire (V) for example, then that might be overload.
I'm only useing it with the characters associated with "Batman Family".
My team is made up of:
Oracle (U)*w/in contact card feat card*
Black Canary (V)*in cotact*
Huntress (V)*in contact*
Batgirl (U)*in contact*
Spoiler (V)*in contact*
Green Arrow (V)
Roy Harper Jr. (LE)
I don't use "in contact with oracle" with Green Arrow or the Arsenal (LE), thier strong enough on thier own. The Birds of prey though have very average stats and need the extra help.
Every card has some abuse potential!

okay - for example, in the team above - you don't have to pay anything other than the initial point value to change your combat values for FIVE characters? No actions, nothing
that's just... incredible.
might as well just hand them out with the boosters, if that's the case - a cheap perplex?

so is ICWO basically a free Perplex card?

please inform me!!!
thanks in advance!
To be able to give the +1 to any combat value, you must give the "Agent" an action, not a free action. To be able to use one of her powers, you must give the "Agent" a power action who has zero or one action token on them.
