I got a promo (?) Batman fig here--red ring, 120 pts. sculpt like REV Batman, but his dial is weird. It looks like he has Enhancement AND Outwit on his first spot, Black KO stats, and a really high AV--13! Plus, Batman Ally TA.

I am sure this is not tournament legal or anything, but in friendly games here at home--can I use that Enhancement/ Outwit with this piece? Or is there some freaky promo regulation that stops it?

That green mark is not enhancement. Initially, when the promo Batman and Spider-man were released, the green color on the first damage slot was to indicate that column was the starting click (instead of the the thin green line running down the left side of the first column used now).

Is you and your friends decide to treat it as Enhancement, go right ahead. But you are quite correct about the legallity of the figure; no promo figures are tournament legal.
